The SACF’s Supplementary Comments on the Draft Amendment Regulations Governing Aspects of the Procedures of the Complaints and Compliance Committee of the Independent Communications Authority of South Africa
In our submission on the CCC draft amendments, the SACF proposed that the regulations for the appointment of a temporary chairperson be retained as it is necessary to ensure the smooth operations of the CCC, promotes good governance and business continuity.

The SACF expresses its concerns over specific issues related to the Authority’s draft implementation of the radio frequency migration plan and the IMT roadmap. Our submission is limited to matters which our members have reached consensus. Submission by the South African Communications Forum (“SACF”) to the Independent Communications Authority of South Africa (“ICASA”) on the Draft Code for Persons With Disabilities Regulations Aimed at Ensuring that Persons with Disabilities Have Access to Electronic Communication and Broadcasting Services
The SACF welcomes the publication of the Draft Code for Persons with Disabilities Regulations to create a compliance code for Electronics Communications Services (ECS) and Broadcasting licensees in order to ensure that persons with disabilities have access to these services. In this document, we focus on the provisions in the Code that deal directly with ECS licensees.

The SACF welcomes the Policy for High Demand Spectrum and the Licensing of the WOAN, followed by the Information Memorandum as this the beginning of the process to licence critical spectrum to alleviate the spectrum crunch and introduce new players.

Submission by the South African Communications Forum (SACF) to the National Treasury (NT) on the Discussion Document – Economic Transformation, Inclusive Growth, and Competitiveness: Towards an Economic Strategy for South Africa
The SACF welcomes Treasury’s initiative to focus on ways in which a multitude of interested stakeholders can jointly contribute to moving the economy forward and supports the Discussion Document’s focus on economic transformation, inclusive growth, and competitiveness: Towards an Economic Strategy for South Africa (Economic Strategy document). While we support the intention, we have approached our commentary from the perspective of trying to highlight the key areas of growth as envisaged by the SACF. Objection to Fees and Tariffs for Wayleave Applications for Electronic Communications Network (ECN) Utilities
The tariff structure for all input costs including that of wayleaves nationally across all municipalities are therefore of interest to the SACF and its members. We therefore, put forward our objections to the proposed tariffs included in the City of Tshwane’s Draft 2019/20 Medium-Term Revenue and Expenditure Framework (MTREF) (“the Draft 2019/20 MTREF”) for wayleave applications for electronic communication network (ECN).
